DUTIES of OFFICERS:
Article IV: Duties of Officers
Section 1. Duties of the Chairman shall be
- to preside at all meetings of the council, enforce the bylaws and exercise supervision over the affairs of the council.
- to appoint standing and special committees.
iii. to serve as an ex-officio member of each committee, except the Nominating Committee.
- must be 9th-12th grade the following school year
- to serve as a delegate to the District 4-H Council
Section 2. Duties of the First Vice-Chairman shall be
- to assist the Chairman.
- to perform the duties of the Chairman in the absence of that officer.
iii. to help plan all council educational programs.
- must be 9th-12th grade the following school year
- to serve as a delegate to the District 4-H Council
Section 3. Duties of the Delegate-at-Large shall be
- to provide recreational activities at the council meetings throughout the year.
- must be 9th-12th grade the following school year
iii. To serve as a delegate to the District 4-H Council
Section 4. Duties of the Vice-Chairman for 4-H Promotion shall be
- to assist the Chairman.
- to perform the duties of the Chairman in the absence of the Chairman and First Vice-Chairman.
iii. to plan and carry out 4-H promotional activities for National 4-H Week activities and others as needed.
Section 5. Duties of the Vice-Chairman Community Service shall be
- to assist the Chairman.
- to perform the duties of the Chairman in the absence of that officer, the First vice-Chairman and the Vice-Chairman for 4-H Promotion.
iii. to serve as Chairman of County Community Service Project Committee.
Section 6. Duties of the Vice Chairman for Summer Activities shall be
- to assist the Chairman
- to perform the duties of the Chairman in the absence of that officer, the First Vice-Chairman, Vice-Chairman for 4-H Promotion, and Vice-Chairman for Community Service.
iii. to serve a Co-Chairman of the Summer Activities Committee.
Section 7. Duties of the Secretary shall be
- to keep a full and correct record of all proceedings of the council.
- to have charge of council correspondence.
iii. to keep the roll and read the minutes at each meeting.
Section 8. Duties of the Treasurer shall be
- to serve as member of the Finance Committee to prepare a budget prior to the January meeting and audit the financial records annually prior to the May meeting.
- to keep an accurate record of the receipt and expenditures of all funds.
iii. to present a financial statement at each meeting and when requested to do so.
- to collect the money from the annual fund raiser and prepare a report to be presented at the annual Celebration Event announcing Mr. & Miss 4-H and Prince and Princess contest winners.
Section 9. Duties of the Public Relation Officer shall be
- to assist as needed with media promotional activities.
- to Assist Vice Chairman for 4-H Promotion with planning and carrying out 4-H promotional activities for National 4-H Week activities and others as needed.
Section 10 . Duties of the Parliamentarian shall be
- to provide advice to the presiding officer on parliamentary procedure.
- to instruct members in correct parliamentary procedure.
COUNTY COUNCIL MEETING- ELECTIONS:
County Council Meeting will be held on April 24th at 6pm at County Extension Office in Cameron. The meeting will be just about electing officers and discussing future plans for the year such as banquet and other leadership opportunities.
County Council Officer Election Process
County Council Officer Election process will consist of 2 parts:
- 2 Minute Speech (in front of voting delegates)
- Vote by Voting Delegates
Explanation of Process:
- 2 Minute Speech: The Candidate will give a 2 minute speech about running for office. The Speech will be given to the voting delegates. Items to include in speech and items evaluated will be:
- Speech Structure (Introduction, Body, Conclusion)
- Speech Delivery (Confidence, Well organized, Language-Body and Speech)
- Content should include:
- Name
- Club
- Years in 4-H
- Previous Leadership and Service Experiences
- Why do you want to run for office?
- Why would you be a good officer?
- Vote by Voting Delegates: Voting Delegates will vote on candidates running.
Calculation of Results:
- The Candidate with the highest vote will win.
- Calculation of Results will take place and give results to President to announce.
- If in an event there is a tie of votes. Then if more than 2 candidates are running the tie will be revoted on between the 2 tied. If only 2 candidates are running, then the chairman of the council will break the tie. The chairman of the council will not vote until a tie. They cannot be a voting delegate for their club.
Tentative Schedule of the County Council Meeting/Office Elections:
- 6:00 pm: Sign In/Meeting (all intent to run forms will be DUE BY NOON of the day of election)
- 6:00-6:30 pm: Speeches
- 6:30-7:00 pm: Voting by Voting Delegates
- 7:00 pm: Election Announcements
- 7:00 pm: Regular County Council Meeting
NOTE: If a candidate is not able to attend the election, then a videoed speech with the content above may be given on video and must be no longer than 2 minutes. Videos must be submitted no later than 12 noon on the day of Election. Videos must be either on a flash drive or put on YouTube with a link emailed to Micah Holcombe mlholcombe@ag.tamu.edu
